This is the interior of a car used in the bombing of the Jordanian Embassy in Baghdad, Iraq, Aug. 7, 2003. Various news agencies report the death toll at “at least 11 killed” or “at least 9 killed” or “at least 14 killed.” One of the problems, in documenting terrorist attacks in Iraq, and the effects of terrorist attacks, is the chaos that reigns in the judicial and medical systems in the county. Physicians at Medicine City Hospital in Baghdad told me, in 2003, that many times bodies arrive at morgues and are stored without documentation.

Understaffed, under-equipped and overworked, hospital administrators said they could barely keep up with the demands of treating the living—much less adequately ‘process’ the dead.
